Commercially available 4, 5-dibromopyridazine-3-one (5.05 g, 22.3 mmol) was suspended in phosphorus oxychloride (35 mL), warmed to 90 C, and stirred for 3 h. Most of the phosphorus oxychloride was distilled off at 90 C under reduced pressure. The residue was taken up in DCM and poured into ice. Saturated NAHCO3 solution, followed by 3 N NAOH solution was added untill the pH WAS-9. The resulting mixture was extracted twice with DCM. The combined organic layers were washed with saturated NAHC03 solution then brine. The organic layer was then dried over anhydrous MgS04, filtered, and concentrated to give 5.03 g of product.
