A mixture of 3,5-dichloropyridazine (1.5 g, 10.07 mmol), methyl carbamate (0.831 g, 11.08 mmol), XANTPHOS (0.466 g, 0.805 mmol), PdOAc2 (0.226 g, 1.007 mmol) and CS2CO3 (6.56 g, 20.14 mmol) were taken in 1,4-dioxane (40 mL) and heated at 85 C overnight. The reaction mixture was concentrated, diluted with water and extracted with ethyl acetate. The ethyl acetate layer was collected, dried over Na2S04, filtered, and concentrated under reduced pressure to afford methyl (5- chloropyridazin-3-yl)carbamate (1.71 g, 9.12 mmol, 91% yield) as a brown solid.
